The cables are usually twisted a bit together in the run. Those cables would become untwisted once they were cut, and come to rest in different positions. The few longer cables next to the shorter ones are not proof they were cut individually. Also, depending on what actually cut the cables could create a rougher cut. Was it a saw?.
